Fuel Assistance Program (FAP)

The Fuel Assistance Program (FAP) is a supportive program designed to help eligible households reduce their heating costs during the winter months. FAP is part of the federal Low Income Home Energy Assistance Program (LIHEAP) and runs from December 1st to April 30th. This program is not an emergency response service; it helps qualifying households to lower their annual energy costs.

FAP covers a variety of heating utilities, such as: Oil, kerosene, propane, electric heat, wood, pellets, coal, and heat included in rent.

Additionally, FAP can assist with start-up service fees, such as re-connection fees, deposits, tank setting, priming, and furnace repairs/cleaning costs up to $300.

If you run out of assistance before April 30th or after the program ends, additional support may be available through local churches, town/city halls, Catholic Charities, community centers, senior centers, or the Salvation Army.

Important FAP Dates

July 1

Applications accepted for priority households (seniors, individuals with disabilities, children under 6, and wood heated homes).

September 1

Applications accepted for all households.

December 1

Program officially opens; benefit letters and payments begin going out.

April 30

Last day to submit an application for the current heating season.

Electric Assistance Program (EAP)

The Electric Assistance Program (EAP) helps income-eligible households by providing a 5%-86% discount on their monthly electric bills. This discount is funded by electric utility customers through a system benefits charge. The program’s goal is to make electric costs more affordable and help customers avoid the risk of disconnection due to non-payment.

EAP is available to qualifying households receiving an electric bill from regulated utilities such as Eversource, Liberty, NH Electric Co-Op, and Unitil.

Assistance is provided for 12 months. If all household members are 65 or older and on a fixed income, assistance is provided for 24 months. Benefit or discount amounts are subject to the availability of funds.

Energy Assistance Program Application & Forms

Applications may take up to 60 days to process. This includes up to 30 days to collect required documentation and an additional 30 days for final review and approval. Once approved, benefit payments may take up to 45 days to be issued. In total, the timeframe from application to payment can be up to 105 days.

Under federal guidelines, TCCAP is required to deny incomplete applications. If an application is denied due to missing documentation, this may delay when a benefit can be issued if approved. Submitting all required documents as quickly as possible helps prevent delays.

Please note that regardless of when you apply or are approved, payments are not released before December 1, when the Fuel Assistance Program officially opens for the season.

Benefits are sent directly to your fuel vendor or landlord (subject to change).
